A number with a unit can still answer the wrong question. Specify the intended quantity, object and condition before the trial.
Name the quantity, not only the sample
A measurand is the quantity intended to be measured. “Bottle sample” names an object but leaves the quantity open: gross mass, contained product mass, or a dimension at a specified condition. A measurement request should identify the object, relevant state and quantity together.
A hypothetical requirement mismatch
Imagine one drawing specifies an opening dimension after conditioning, while a trial sheet reports the same opening immediately after a warm process. The two numbers cannot be treated as the same defined quantity merely because both are in millimetres. First resolve the condition difference; do not choose the more favourable reading.
For a filling discussion, distinguish product remaining in the container from product dispensed before an agreed settling or handling stage. The definition determines when and how to collect the reading. These examples set no container-conditioning procedure or HM tolerance.
Make the request reproducible
Write the intended quantity in one sentence and record the sample identity, reference condition, measurement stage and units. Identify any transformation needed to express the observation at that condition. Ask the technical reviewer to approve the definition before collecting comparative data.
