Work-In-Progress Limits: Release Control Is Different from Buffer Space

Separate a system-wide work-admission limit from the capacities of individual physical waiting locations.

An admission rule controls how much work may enter a system. A buffer describes where admitted work can wait; the two limits need separate definitions.

Define the admission population

A constant-work-in-process admission policy can withhold a new job when the specified in-system population reaches its limit, authorizing another admission after a job leaves. This system-wide release rule differs from the capacity of one waiting buffer within the system. Primary reference: Winter Simulation Conference paper: CONWIP admission control.

For a proposed model, mark the boundary over which the admission count applies. State whether jobs in service, transfer and intermediate queues all count. Then list the individual buffer capacities separately. A free space in one rack does not by itself authorize release under a full system-wide admission limit.

Trace a fictional limit

Suppose the defined hypothetical system permits four admitted jobs in total. Three are processing and one is waiting, so its admission count is four. Even if a downstream rack has two unused waiting slots, a fifth job cannot enter under this policy until a counted job exits.

When one job leaves, the count becomes three and one additional job may be authorized, subject to the model’s entry logic. The four-job limit is an original illustration, not an optimized WIP level. It also does not guarantee that local buffers will never fill or block transfers.

Review release and local storage separately

Prepare a trial ledger with admission count, exit event and each local buffer occupancy. When changing the global limit, retain local storage capacities so the experiment isolates a release-policy change. When changing a rack capacity instead, leave the admission policy explicit.

Compare actual proposals using their own routing and measured or modeled inputs. No universal best limit follows from this guide, and the referenced study’s particular factory results are not transferred to HM equipment. The decision is which control limits entry and which constraint limits waiting space.
